The 3-Tier skill analysis project is part of a
multi-year international study on the different kinds of skill
requirements of small and mid sized enterprises (SMEs) - and the
different methods used to fill such requirements
by SMEs.
Skills in this context equate to human
capital which -along with financial capital-
forms the basis of any business functionality. In the emerging knowledge-based
economy, the different types of human capital will play an ever more important role,
and SMEs the world over
are responsible for a lot of net new economic growth and
early
absorption of new technologies. The survey also inquires
about consistent excess demand and supply conditions in the skill markets over the previous five
years as
identified by the participating businesses.
